The Community Capital Improvement Program (CCIP) is a sales tax measure up for renewal on the 2025 city election ballot.

The measure has been in place for over 50 years and consists of a quarter-cent tax directed toward community amenities. Since 1973, for every $100 purchase, (exempting groceries) 25 cents has contributed to public works such as Mulberry Pool, City Hall, and the Lincoln Center. If renewed for the next 10 years, the tax is forecasted to generate $11 million per year from 2026 to 2035.

According to Ginny Sawyer, the project and policy manager for Fort Collins, the CCIP “(tries) to create a package that has something for everyone.” Its primary goal is to “..(provide) both safety features and amenities throughout its existence.”

Although it has gone by several other names throughout its half-century history, including BOB: Building on Basics and Designing Tomorrow, the projects funded by the program tend to fall under one of the categories listed below.

    • Arterial Intersection and Streetscapes Improvements Fund

    • Bicycle Infrastructure and Overpass/Underpass Program

    • Transfort Bus Replacements & Stop Enhancements

  • Affordable Housing Capital Fund

    • Parks and Recreation, Culture Improvements and Amenities

    • Poudre River North – Health, Access, Parks & Trails

    • Mulberry Pool Recreation Replacement Leveraging Fund

    • Outdoor Pickleball Complex & Courts

    • Recreational Paved Trails

    • Historic Trolley Building Stabilization

    • Gardens on Spring Creek – Children’s Garden & Infrastructure

    • Lee Martinez Farm Renovation & Expansion

  • Zero Waste Goals

    • Composting Infrastructure Advancement

    • Construction Waste Diversion Equipment

    • Timberline Recycling Center Improvements

  • Downtown Parks Shop

  • Nature in the City Program
